Locators Inc. is a business involved in finding missing heirs, missing witnesses and missing persons in general.
I have been responsible for locating over 4000 missing
persons, runaway children, missing witnesses, missing heirs,
doing genealogical research, and otherwise locating
persons who, for all practical purposes, have disappeared.
In one case I was able to locate a person
who was taken away by the Russian Secret Police (KGB)
in 1939 and not heard from again by his family until I
located him. In another I located a person alive who I was
told was deceased by his lawyer, hospital, son and daughter.

I developed computer systems and procedures as required
by the business.

Duties at Commonwealth Capital Corporation

I was one of the founders of this company.
At Commonwealth Capital Corporation I was responsible for the establishment of a program to market the services of the company to attorneys and CPA's
for their client's mortgage loan needs. I was also responsible
for a program for banks and savings institutions to market
their $100,000 Jumbo Certificates of Deposit.

While at Commonwealth, I was directly responsible for the
following areas:
I developed the methods of marketing this service to
attorneys, courts, and financial institutions.

1. I was responsible for developing the program for marketing of
Certificates of Deposit for banking clients throughout the
country.

The company represented these clients as agent for the sale
of their Certificates of Deposit.

I personally generated over $1,000,000 in fees for
Commonwealth in one year. The main sales letter that I wrote
ultimately accounted for over $550,000,000 in sales of
certificates of deposit.

2. Company Pilot - I flew company officers and clients on
company business. I flew trips in the Company Rockwell
Commander 680 FP aircraft, both VFR and IFR.

3. System Analyst & Computer Programmer -- I was responsible
for the acquisition and system development of company computers
(6). I handled the design, installation and implementation
of a management information system and accounting system.

I developed and installed programs written in BASIC, COBOL,
Assembly Language

The system I wrote, ran on a real-time clock 24 hours a day
for 5 years, automatically handling the following tasks.
a. Accounts Payable
b. Accounts Receivable
c. Payroll
d. General Ledger
e. Advertising Analysis
f. Automatic Generation of Dunning Letters
g. Statements
h. Automatic generation of mailgrams
i. Automatic letter generation for Banking Transactions.
j. Automatic Generation of file folder labels
k. Miscellaneous collateral support programs (385 of them)

Since this system was developed before the advent of the
personal computer, it was considered unique by the manufacturer
of the computer used (Ohio Scientific). It was used as a full page
testimonial which appeared in a number of national magazines, including
FORTUNE, TIME, NEWSWEEK, UNITED MAINLINER, and
numerous other magazines (16 in all).

With the exception of Data Entry for payables and initial
assignment of accounts, the system ran unattended for
months at a time, generating timely reports, checks, invoices,
and provided information for the management and control of the
business.
 

Mooney Mite Aircraft Corporation

Duties at Mooney Mite Aircraft Corporation

1. My wife and I founded this company after acquiring the type
certificate for the Mooney M-18 series of aircraft from
Aerostar Aircraft Corporation of Texas.

2. I established a marketing program for the sale of plans and kits
for the construction of this aircraft (a single seat sport
aircraft which set world records for speed, distance and
altitude). The program developed a customer following in
all 50 states and 26 foreign countries at last count.

3. I established a plan for the use of computers to manage all
aspects of the production of these kits, with the computer
doing everything from writing purchase orders to driving
machine tools to create parts.

I believe this may have been one of the very first successful
prototype attempts to computerize a manufacturing operation from
one end to another (1975).

4. I was responsible for the acquisition of computers to implement
this progam and all programming.

5. I developed advertising materials, including doing layouts and
work with airbrush. In one situation, I needed a photograph
for a cover illustration for TRADE A PLANE and did not have
a good quality photograph to use. I used an airbrush on a
old photograph of a Mooney Mite with an open canopy to
close the cockpit and place a pilot inside.

Self Employed Real Estate Investor

I purchased an 18 unit apartment house, renovated it, managed and rented
it and eventually sold it for a $220,000 profit

International Ferry Pilot

I spent a summer working as an international ferry pilot delivering
new aircraft from the Piper Plant in Lock Haven, PA and Vero Beach
Florida and from the CALLAIR Plant in Afton, Wyoming.

Aircraft were delivered to new owners in Curacao, Miami, Florida
Boise, Idaho, and Managua Nicaragua.

Aircraft were operated VFR and IFR, and on trips into Mexico and
Central America, navigation was primarily by map and compass.

Flight to Curacao was navigated over 400 miles of open water by

"Organized Operation Teacup" - During Hurricane Katria, with the help of Baldy Ivy of http://www.pilotsharetheride.com I organized a group of 3,000 general aviation pilots, many of whom volunteered instantly, to fly evacuation missions of persons needing medical evacuation from the Baton Rouge LA Special Needs Shelter.

Pilots flew over 50,000 passenger miles (before I lost count) at their own expense (average flight 1400 miles cost $1,200) using private aircraft, without accident or incident, on time, every time.

Pilots were credited with saving lives of numerous persons devastated by Huricane Katrina and re-uniting families, utilizing low traffic, general avaition airports, to reduce the burden on ATC. When the weather went down after the first week, pilots flew instrument flights to airline standards.

One pilot, Tony Baruso, a 100 hour private pilot flew 1,400nm in a Piper Archer to evacuate the family of Thomas and Patricia Bowser. The Bowsers nearly drowned when their home was filled with rapidly rising water

Another lady, Lois Rice, a paraplegic, had been floating around her home on an air mattress, floated upstairs to the second floor then to the attic by the rapidly rising waters, rescued by a passing boat, when family members cut hole in roof, was picked up by Charles Fazio and flown to family in College Park, MD.

Fazio returned for two more missions, then went into Mississippi for yet another flight

One relief worker at the shelter commented that "Operation Teacup Pilots have gotten more people out of this mess alive, than the government has"

DEVELOPED the test to determine the presence of Jet Fuel
Contamination of Aviation Gasoline.

This has been an ongoing and growing safety problem which has caused
many fatal accidents.. This simple test makes it possible for any pilot
to determine if he has contaminated fuel. Rather than patenting it,
I gave this test to the Aircraft Owners and Pilots Safety Foundation
to further aviation safety.

The test was subsequently the subject of a special report by the
AOPA Air Safety Foundation and was later validated by NASA.

It is based on the fact that gasoline evaporates cleanly while jet fuel
leaves an oily residue. A drop of questionable fuel on a piece of paper
will evaporate cleanly if ok or leave a noticeable stain if it is
contaminated.

AUTHORED "MAKING AND KEEPING A SERVICE BUSINESS SUCCESSFUL" ,
October 1990 appeared in CHARLOTTESVILLE BUSINESS JOURNAL.
Marketing tips on how to safely run a small investment of a few hundred
dollars into a million dollar enterprise through the use of statistics
and measured advertising response.

AUTHORED "WHAT ABOUT FIXATIONS" March 1992 FLIGHT MAGAZINE, official
publication of the National Association of Flight Instructors. This
was an article on how fixated thinking developed to cope with
emergencies during early flight training as a student pilot can get
you into trouble in more complicated real life situations where an
emergency landing may or may not be required.

DEVELOPED AVIATION TRAINING COURSE for High School

I developed an "Introduction to Aviation" course for the 2 week
Intercession period at St Annes Belfield School. Each of the students
was allowed to plan an international flight to wherever he/she wished,
using regular flight planning materials, such as map, Pilots Operating
Handbook and Airport Directory.

During the course, and at the end of the ground school, they were
given an introductory flight with a Certificated Flight Instructor and
had an opportunity to fly the flight they had planned through the
first checkpoint.

The course was oversubscribed each year it was taught.

My Global Flight Planning Room is a concoction of links to aviation
data to put all in one place, aviation data, necessary for long (or short)
range planning.

I developed this to be able to quickly bid international
trips to unfamiliar areas.  By just putting in start and stopping points,
maximum legs I want to fly, and airspeed, the computer program
on the website, will produce in minutes, all the weather, navaids,
winds, flight coordinates, weather phone numbers, weather radar
and satellite pictures, as well as giving me the ability to actually
look at the weather in 20,000 world cities through cameras mounted
on rooftops.
 
 

Computer Programming Experience

I am fluent in COBOL, BASIC, HTML and ASSEMBLY LANGUAGE for various
computer systems. I have developed systems on IBM PC compatible computers
and am familiar with their programming, construction and maintenance.
I have used FOX PRO with the Goldmine Data Base Management System

I have 7 years experience developing management information systems
in COBOL

I have set up, operated and debugged computer networks using DOS,
Windows 3.11, and Windows 95.

I am familiar with HTML programming to design homepages and websites on
the internet including the design of interactive CGI forms to allow interaction with customers.

I have written and set up a numerous websites in HTML on the Internet.
including CGI forms which enabled customers to make purchases, charge sales
to their phonebill and download their publications. Payments for purchases were
then wire transferred to the bank account, eliminating one step in the
accounting process and giving quicker cash access.

I have 5 years almost continuous experience on the internet and have
learned many inexpensive or free solutions to normally complex,
expensive problems using free resources.

On a recent consulting assignment for a client, I was asked to develop
a computer program to predict a series of two digit numbers which would
contain the winning jackpot number of the powerball lottery.

Using mathematical techniques provided by the client, the computer
program was able to correctly predict a series of numbers containing
the winning jackpot number 95.38% of the time, including one stretch
of 10 times out of 10.

Unfortunately, the bets have to be so large, as to make it
impractical to use.

I have utilized Goldmine Contact Software to manage a small business
which included systems analysis, database creation, and profile records
to create unique, individual client profiles, form letters, reports,
and telemarketing scripts.
 

Extensive Travel

I have traveled extensively, having visited or lived in a total of 46
countries.

I have flown internationally as pilot in command through
Mexico, Guatemala, Nicaragua, and the Carribbean Islands, including
the Bahamas, Turks and Caicos Islands, Dominican Republic, and Curacao,
while delivering aircraft from the factory to their new owners, as well
as having flown in all 50 states.

I have also had limited experience
flying in Europe (Austria) and the Far East (Nepal) (Malaya).
